A mysterious terrorist organization known only as "NEVER" arrives in the city of Futo, led by a man named Daido Katsumi.NEVER is behind the distribution of T2 Gaia Memories,next-generation Gaia Memories, modeled after the Gaia Memories used by the Kamen Riders. As the evil Kamen Rider Eternal, Daido leads NEVER and several Dopants who use the T2 Gaia Memories in an assault on the city.Assisting Shotaro in the investigation into NEVER is Maria S. Cranberry, an international criminal investigator.
About Kamen Rider Eternal:Daido Katsumi uses the T2 Eternal Memory,and a Lost Driver to transform into Kamen Rider Eternal, serving as the primary antagonist for Double Forever. Kamen Rider Eternal is armed with the combat knife Eternal Edge as its weapon. In addition to the Maximum Slot on the Lost Driver and Eternal Edge, Kamen Rider Eternal has a series of Maximum Slots on belts around its chest, right arm, and left leg, totaling 26 in all.
About Kamen Rider Joker:During the events of the film, Philip gets kidnapped, leaving Shotaro unable to become Kamen Rider Double. At some point, he comes into the possession of both the T2 Joker Memory and a Lost Driver belt, enabling him to become Kamen Rider Joker. This allows Shotaro to fight on his own, using the powers of the Joker Memory to their full potential.
