What the?
I'm here to hopefully answer that question. There have been some posts on the blog telling of Phillips turn to never and their predictions. I will put them in order. This will probably contain spoilers! So do not read if you do not want to spoil the movie!Philip the Cyclone Dopant?
I Don't think so, not yet anyway. My guess is that the one shown in the picture is someone else. There's no way it could be Philip if they are in combination. There are two guesses, that it is someone else all the time, or it's someone else but it will be Philip later. My Guess it's Never!
Never's plan!
My guess is that in the picture above where heat metal is fighting the cyclone Dopant is that that's actually a Never agent, and here is where it gets interesting.
What everyone was missing!
As you can see in this picture to the left is that Philip hits Shotaro, why? The one who was cyclone dopant convinced him to join Never. We have found out in past episodes, namingly fang Jokers appearance episode, that Philip is easily manipulated due to his troubled past! He then joined Never and was given a place as the new cyclone Dopant. The real plan however is to suck the info out of Philip because of the vast amount that is in his head. as seen in the picture below this one. Philip then becomes their pawn. There was no kidnapping involved.
Look at the picture of Eternal holding the cyclone memory again. That was most likely a hand off to an agent to go manipulate Philip, or it is totally a relevant to the entire post. We have seen some pictures of Eternal holding the rocket memory, it is also green. That could be a picture of Mr. Luna giving it to Eternal after he found it. It's most likely just a picture to explain how he got the rocket memory, it seems to be his secondary one.

We all know about the whole Shotaro is Kamen Rider Joker thing. ( We think most likely he got the lost driver from Skull because he still has that Gambaride card, Decade gave him, right, there is a possibility it summoned Skull.) Well we all know the next part, that Joker goes to save Phillip.
The end?
I'm going to make this part as short as possible so it doesn't spoil the whole movie for you. Joker saves Philip from Never,(Philip most likely realized the truth after the whole brain sucking thing.) and they henshin into Cyclone Joker and battle Eternal, later forming Extreme ( While Accel is stuck fighting the Dopants of Never, and just to tell you they did battle all of the Dopant's of Never before the whole manipulation thing, in that segment of the movie is where OOO/Ozu makes his cameo appearance but most likely the never Dopants survive and harvest all of the memory's for Eternal except Jokers.) Eternal then takes the T2 Joker memory. and having all the memories he makes his cool 26 maximum Drive and then something happens that we are not sure of and so do to the fact which we don't know the ending, ending.(The two "ending" is not a typo.) well i hope that explained stuff for you.
