From the recent Televikun Magazine Issues, They've preview an odd Kamen Rider Parody Which was actually a Mascot for a famous water themepark in Japan. A blue warrior who fight for JUSTICE!!

SEA JETTER KAITO!!
Recently, a televikun issue had review on something we don't know. SEA JETTER KAITO! A blue warrior based on the famous works of Ishinimori Shoutaro(creator of Kamen Rider, Cyborg 009, Kikaider, and a lot of other tokusatsu). Even though appearing in only stage acts, he has special videos, Sofubi figures and also a theme song too.
This hero was actually started from 6 years ago. The theme park actually created such superhero entity to boost their number of visitors to the park. So, check out more deeper info on SEA JETTER KAITO.
Here's a background story of Sea Jetter Kaito.
A guy from the Uminari family lineage who is a underwater racer. he dons a set of legendary... armor that allows him to move freely in & out of water, & wields the Mitsurugi, a sword from the Uminari royal family. Making himself a warrior known as Sea Jetter Kaito. He rides the Super Machine, Isurasuta(not sure what is the English name).
The above image shows a few of the Monsters that Sea Jetter Kaito had fought. These are the monsters that came from an evil group called the Bimeranian Empire, which's vying to take over the planet. So, Sea Jetter Kaito is more of a nature theme protector.
So, the blue yet somewhat odd looking hero is from a Stage show. Even though he has a theme song, and some franchise such as a sofubi, he doesn't have a TV broadcaster series.

Like his name, he does have the design motive of sea animals and jetski. As mention earlier, he is based on some Showa Kamen Rider designs and other tokusatsu that were popular in the earlier days.
My thoughts about him,
He is actually good enough as a mascot in some water park. It's nice that he also has a cool theme song for himself. But if he has a series, I don't think he would be much of a hit like Kamen Rider and Super Sentai is.
So, good as a mascot, bad as a TV series.
