Ok, here's what I got for this. Foundation X created the T2 Gaia Memories. They are transporting them somewhere in a helicopter. NEVER attacks them. Daido takes the Eternal Memory. Kazu or whatever the white suit was called suicide bombs himself with the helicopter. The 25 T2 Memories fall from the sky. Random citizens take the T2 Memories as they find them and turn into Dopants.
Queen and Elizabeth holding the T2 Memories that dropped from the sky. Queen is definitely holding Queen Memory and Elizabeth is holding, Accel and other 2 that I'm not sure of.
In transport, a helicopter carrying the newly created T2 Memories that Foundation X created, is attacked by the terrorist group, NEVER. They are known for heinous crimes, and acting as mercenaries in different countries. It seems that they are "invincible" and can't die, even when shot through the chest by a bullet. Their name, "NEVER", is actually a shortening of "Neo Clover."
Daidou Katsumi, their leader, is able to attain the Eternal Memory, and transform into Kamen Rider Eternal, however, Tabata of Foundation X decides to self destruct the helicopter and the remaining 25 Memories are scattered all over Fuuto. So, it's more like a mission to find all the memories that is scattered all over the city in order to activate all the maximum drive slot attacks.

So far, we dunno whose the Human form of Cyclone Dopant. And there's a possibility that the T2 Cyclone Memory was forcefully used on Phillip(the rumour says he was captured for that reason).
Some people are just too stubborn to believe what I've said on Facebook. And now, here's the prove that Skull is in the movie! And it's probably how Shotaro obtained the Lost driver. And probably this Skull is somebody else(which means his probably is not the real Soukuchi or not the real Skull Memory or T2 Skull).
